ALA 38th Governing Council Meeting in Ho Chi Minh City, Vietnam (2 April 2016)

The ASEAN Law Association convened its 38th Governing Council Meeting on 2 April 2016 in Sheraton Saigon Hotel & Towers, Ho Chi Minh City, Vietnam.  The Meeting was attended by the National Committees of 8 ALA member countries.  The Meeting was chaired by the ALA President Hon. Atty. Avelino V. Cruz of the Philippines, who was assisted by the ALA Secretary General Hon. Atty. Regina P. Geraldez.

Apart from the customary address by the ALA President, the opening remarks of Heads of Delegation, and the delivery of the ALA Secretary-General’s report and updates on the ALA Website, the Meeting was honoured with the presence of the Founding President of ALA, former Philippine Senator Edgardo J. Angara, who exhorted ALA to be in the forefront of the transformation of the ASEAN legal sector, as legal skills will be crucial in the 21st century.  The Meeting observed a minute of silence in remembrance of the late Justice T.S. Sinnathuray, a past Chairman of ALA Singapore, who passed away on 18 January 2016.  

The various ALA Standing Committees presented on their deliberations, which included proposals to forge closer and stronger networks and to add to the legal content on the ALA Website.  The Trade and Investment Group shared that the responses to the survey on trade and investment laws in ASEAN have been uploaded to the ALA Website.  The Meeting was informed that a draft Protocol entitled “Modalities for Co-ordination and Co-operation between the ASLOM Working Group on the Harmonization of the Trade Laws of ASEAN Member States and the ASEAN Law Association” and ALA’s “Guidelines on Best Practices on Reciprocal Enforcement of Arbitral Awards in ASEAN” had been presented at the 6th Session of the ASEAN Senior Law Officials Meeting (ASLOM) Working Group held in Bali on October 19, 2015 on behalf of ALA.

The Meeting unanimously approved the proposal of ALA Singapore on refreshing the format of the academic presentations of the 13th ALA General Assembly, which is to be held in Singapore in July 2018, as well as its theme.  The Meeting agreed that the ALA Crossroads Working Group and the ALA Working Group on Harmonization of Commercial Laws would meet before the next ALA Governing Council Meeting.
