ALA 35th Governing Council Meeting and Meeting of Standing Committees in Singapore (24 August 2013)
the successful conclusion of the 11th General Assembly and 34th
Governing Council Meeting in Bali in February 2012, the ALA convened at
the Marina Bay Sands Convention and Expo Centre in Singapore on 24th
August 2013 for its 35th Governing Council Meeting.
delegates attended the Meeting. This was the first time in the 34-year
history of ALA that all 10 ASEAN states were represented at an ALA
Meeting, including 7 Chief Justices of ASEAN. Also noteworthy was the
participation of the newly constituted national committee of Myanmar
which was formally admitted as the 10th member of the ALA. The Myanmar
delegation was led by ALA Myanmar joint Secretary Mdm Htu Htu Ngwe from
the Myanmar Attorney-General’s Office.
Honourable ALA President, Chief Justice Dr Muhammad Hatta Ali of
Indonesia chaired the Governing Council Meeting, his first as President
of ALA after taking over the helm from Vietnam. The ALA President was
ably assisted by ALA Secretary-General Swandy Halim. After the
formalities and presentations of reports, the Meeting delved in earnest
into the proposals made by past ALA President Mr TPB Menon of Singapore
in his paper, “ALA - Catalyst for Change”. After a brief general
discussion, the Meeting referred the various proposals in the paper to
the ALA Standing Committees for their discussion and recommendations on
their respective areas. After reconvening, the Meeting resolved that an
ALA Ad Hoc Committee, comprising two senior members from each ALA
national committee, would be established to look into the Standing
Committees’ recommendations and present their report to the Governing
Council. The Governing Council agreed to reconvene in Malaysia for the
36th Governing Council meeting.
part of the social programme, delegates were treated to a visit to
Singapore’s newest horticultural attraction, the picturesque and
award-winning Gardens by the Bay, followed by a welcome reception at
the spectacular Flower Dome. The accompanying persons programme was a
tour of the S.E.A. Aquarium at Marine Life Park at Resorts World
Singapore followed by lunch at Salt Grill & Sky Bar at Ion Orchard.
