The 33rd Governing Council Meeting was held from 3rd to 6th March 2011 in Pattaya, Thailand. The Meeting was attended by delegates from 7 National Committees, namely, Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, Thailand and Vietnam.
ALA Indonesia presented the proposed arrangements for the ALA 11th General Assembly and the 34th Governing Council Meeting which it will host in February 2012. Thereafter, the Standing Committees held their meetings to discuss and make recommendations on the possible sub-themes for the 11th General Assembly based on the proposals submitted by ALA Indonesia. It was agreed that ALA Indonesia would then finalise the sub-themes and inform all member countries of the finalised arrangements.
The ALA Task Force (established during the 31st Governing Council Meeting held in Hanoi) delivered a report following its inaugural meeting held in Hanoi on 16th October 2010. The ALA Task Force also presented a paper on alternative dispute resolution (ADR) between private parties in ASEAN in commercial matters, with a focus on arbitration and other mechanisms such as mediation. The paper contained a recommendation that the Governing Council consider appointing a special committee, comprising representatives from each ALA National Committee who specialise in ADR, to compose and finalise guidelines that would constitute best practices for the enforcement of arbitral awards in ASEAN. The Governing Council, after considering the views of the Standing Committee on ADR, agreed that the ALA Task Force should continue its work under the chairmanship of Mr TPB Menon and prepare the guidelines on the best practices on the enforcement of arbitral awards within ASEAN.
